And that shows the necessity of the care by the reasons and the caution about the enemies conspiracies, and all preparation kinds related to the weapons and the bodies enter that, as the preparation of all moral and sensory means enters that, and training the militants on the weapons kinds and their usage instructions and their directing to all what it helps with the fight of their enemy and the safety from his conspiracies in the attack and retreat and the land and the atmosphere and the sea and in all the states because Allah glory be to it gave the order of the preparation, and taking the caution, and it did not mention a kind without a kind and no present without a state and what is that except because the times differ and the weapons vary, and the enemy is less and increases and becomes weak and it becomes strong and the jihad may be a beginning, and may be a defence then to this the matters and other Allah launched glory be to the order of the preparation, and taking the caution so that the Muslims leaders and their rich and their intellectuals spare no effort in the preparation of what can from the power for the fight of their enemies and what they see from the conspiracy in that, and it has been correct about the messenger of Allah peace be upon him that he said :
