RAND Study Anti-Missile Defense Measures Cost May be Prohibitive




WASHINGTON: Shoulder-fired missiles are a threat to civilian jetliners, but putting antimissile defenses on planes is far too expensive to be practical now, according to a study by RAND, the private U.S. research organization. "Al Qaeda and its affiliates have both the motive and the means to bring down U.S. commercial aircraft with shoulder-fired missiles," says the study, a copy of which was obtained by The New York Times before its pending release by RAND on Tuesday. "No such attempt has been made yet against a U.S. carrier, but given the measures being taken to preclude 9/11-style attacks, the use of Manpads" - Man Portable Air Defense Systems - "will unavoidably become more attractive to terrorists."
