Prosecutors said some of the accused then contacted the plot's alleged backers, but were unable to agree on the value of the promised reward. A security official said the plot was centered on the Frankfurt airport and the intention was to attack a plane belonging to El Al. Dani Shenar, head of the security department at the Transportation Ministry, said a security alert was in effect for Frankfurt but did not extend to El Al operations around the world. They said nine apartments were searched in Hesse and the neighboring state of Rhineland-Palatinate. Germany's biggest airline, Lufthansa, said it had not been the target. as part of the war for Muslim hearts and minds.
The study said there are weaknesses in Al Qaeda's ideology "that are susceptible to exploitation," according to a statement from Rand - a think tank founded by the US Air Force that continues to consult extensively for the military. "Not all [Islamic] terrorist or insurgent groups share Al Qaeda's worldview," said the study's authors, led by analyst Angel Rabasa. "For this reason, the report calls on the United States to try to sever the links between the local and global jihadist groups, in part by emphasizing the differences between the groups," the statement said. Recognizing that there were greater barriers to attacks against ideologies from the outside, the report urged the US allies in the Muslim world "to highlight that the Islamic state envisioned by Al Qaeda would exclude the diverse streams of Islam." "In the world of [Osama] Bin Laden and [Bin Laden's second-in-command Ayman] Al Zawahiri, there is no room for Shiites, and within Sunni Islam there is no place for mainstream interpretation of the religion." "Success in the war on terror requires understanding that it is a political and ideological struggle," said Rabasa. "The goal here is to deny extremists the high ground of Islamic politico-religious discourse, which has been adroitly exploited by Al Qaeda to further the appeal of its own radical rhetoric Dallas Police Probe Rash Of Propane Tank Thefts DALLAS -- Dallas police are investigating reports of more than 190 propane tanks stolen in the last few weeks. The thieves typically cut the locks off storage cages and then steal the tanks, and no one knows why. Store surveillance cameras were rolling when a man stole a truckload of propane tanks from a gas station in south Dallas. Since that robbery over the summer, the city has seen a rash of propane thefts in the area east of White Rock Lake -- nearly 200 canisters taken from gas stations and Walgreens stores. The Walgreens at Lakeland Drive and Ferguson Road has been hit three times. "That's kind of scary because are they using it for making drugs or making a bomb? Because propane you can pretty much do anything with it," neighbor Colleen McCoy said. Since Sept 11, 2001, the FBI has investigated propane tank thefts in a number of large U.S. cities, citing potential terrorism concerns. Dallas police said they do not think the recent thefts are a threat to homeland security. “I think there's a possibility of that, but I don't think there's been any hard and firm evidence that's the case,” Dallas police Det. Eric Keller said.Instead, police said they believe it's more likely the tanks are being stolen and sold as scrap metal. "Aluminum is running 70 to 75 cents a pound right now, so it has a value to it and i think that's why they're doing it," Keller said. Meanwhile, some stores have simply given up. Several Walgreens in East Dallas have stopped selling propane because they just couldn't keep it from disappearing. A spokeswoman for the FBI office in Dallas said the thefts haven't risen to the level yet where they have become a priority for the agency to investigate, but they are keeping an eye on it. Dallas police have asked local scrap yards to stop accepting the tanks, hoping that will cut the number of thefts. including al-Qaida -- determined to attack Britain with chemical or
radiological weapons have made attempts to acquire such dangerous
materials, a senior British diplomat has said. Britain's Foreign Office
has evidence of efforts by terror groups to purchase chemical, biological,
radiological and nuclear materials for use in attacks, the official said
on condition of anonymity because of the sensitive nature of his work. The
warning followed an acknowledgment by Britain's domestic spy chief last
week that authorities are tracking almost 30 terrorist plots involving
1,600 people.
British Muslim convert Dhiren Barot, who was
sentenced to life in prison last week for plotting to attack US financial
landmarks and London hotels, had drawn up plans to build and detonate a
so-called dirty bomb, which combines radioactive materials with

Claim: Drugs leak exposed Brit secrets LONDON, Nov. 1 (UPI) -- A New Mexico drug bust revealed a crucial leak of British nuclear secrets, a British newspaper has claimed.The London Daily Express newspaper reported Sunday that details of Britain's super-secret Trident submarine-launched nuclear missile program were discovered on computer drives hidden in a mattress that were found in an Oct. 17 drug among other classified materials from the Los Alamos Nuclear Laboratory. They were in the possession of a female technician who worked at LANL. The British Secret Intelligence Service, also known as MI-6 and the CIA "want to know if the woman stole the material to feed a drug habit, or if she was working for a terror group or a foreign intelligence service," the newspaper said."To fix this problem isn't rocket science -- or even nuclear science," Danielle Brian, executive director of the Washington-based Project on Government Oversight, said in a statement this week. "As POGO recommended in 2001, the entire weapons complex should have gone media-less immediately by removing the capacity of classified computers to copy data onto disks of any kind. There is simply no excuse for Los Alamos to continue to have this vulnerability." U.S.-Canada early warning system online WASHINGTON, Nov. 2 (UPI) -- A large-scale command-and-control system covering the United States and Canada has been declared fully operational in the Pacific region. The U.S. Air Force Battle Control System (BCS) was up and running in Canada, Alaska and Hawaii and was partially operational in Washington state and New York.The BCS is designed as a homeland security early-warning system for North America and is operated by the Air Force Northern and Pacific Commands as well as NORAD (North American Aerospace Defense Command). It takes data from multiple inputs, including naval and civilian air-traffic control sources, to give controllers a more complete picture of the airspace in coastal waters and over the North America mainland."The Battle Control System plays a vital role in the defense of the United States and Canada," Kim Kerry, head of ThalesRaytheonSystems' U.S. operations, said Wednesday.
