The answer :

The congratulation of the unbelievers a little after the Christmas or other from their religious feasts is an unlawful with the agreement, as say that Ibn Al-Qayem - Allah had mercy on it - in its book ( the Dhimmis judgements ), where it said : ( and as for the congratulation by the hamlet rituals responsible for it then an unlawful with the agreement, acted that Yhnihm is by their feasts and their fast, then it says : a happy feast on you, or : it enjoys this feast and others, then this the peace of its sayer from the disbelief then he from the taboos, and he in the rank of that it congratulates him with his prostration to the cross but that the greatest sin at Allah, and the severest detestation from the congratulation with drinking wine and soul murder, and the genitals 's commission of the unlawful and others, and many of whom no it decreed to the religion at it that falls in that, and it does not know the ugliness of what did, then who congratulated a slave with disobedience or innovation or a disbelief has been exposed to the detestation of an Allah and its anger .

But the congratulation of the unbelievers on their religious feasts was an unlawful and by this as that Ibn Al-Qayem mentioned, because in them a statement what they on it from the hamlet rituals, and a satisfaction with it of them, and if he was does not being pleased with this disbelief to himself it, but becomes forbidden for the Muslim that it is pleased with the hamlet rituals or congratulates on them other, because Allah rose that is not pleased with that, as said Allah rose : { if you disbelieve, Allah is in no need of you and it is not pleased to its slaves the disbelief and if you that punching are pleased reward } ( the Az-Zumar : 7 ) and said that rose : { today I completed for you your religion and I completed on you my blessing and they were pleased for you the Islam a religion } ( the Chapter of the Table : 3 ) and their congratulation on that an unlawful whether was participant to the person in the work or no .
