وحسب ما تتداوله واشنطن بهذا الشأن الآن فإن الوكالة أعدت قائمة بالأشخاص والهيئات والمكاتب والمنظمات التي روجت لمعلومات كاذبة بشأن الأسلحة العراقية وصلة صدام بالـ"القاعدة" وأضافت إليهم بنداً بعنوان: "أجهزة مخابرات أجنبية".
وأدى الملف إلى حشد المحافظين الجدد في وزارة الدفاع لصفوفهم لفتح النار على المخابرات المركزية. فقد قال ريتشارد بيرل عضو مجلس الدفاع الاستشاري إن الخطأ الأساسي في المعلومات المتعلقة بالعراق قبل الحرب هو خطأ المخابرات المركزية وإن على جورج تينت أن يقدم استقالته. فقد أوضح بيرل أن الوكالة "تعودت على الأخطاء" خاصة فيما يتعلق بمنطقة الخليج ومنذ سقوط نظام الشاه.
إلا أن بيرل آثر ألا يذكر أنه كان أبرز الأصوات التي حذرت من أن صدام حسين ليس فقط يمتلك برنامجاً نووياً متطوراً, ولكنه يوشك أن ينتج سلاحه الذري الأول, وأن "القاعدة" كانت تنسق مع الرئيس العراقي المخلوع وتتلقى منه أموالاً ودعماً لوجستياً, بل إن النظام العراقي السابق قد يكون متورطاً في أحداث 11 سبتمبر.
وقال بيرل إنه يتعين تغيير هيكل المخابرات المركزية والإطاحة أيضا بمدير مخابرات وزارة الدفاع الأدميرال لويل جاكوبي. وقد أثار هذا المطلب الأخير دهشة البعض, إذ يبدو أن المحافظين الجدد قرروا ذبح الأدميرال جاكوبي حتى يبدو خطابهم الموجه للمخابرات المركزية أساساً موضوعياً ومنصفاً. ومعروف أن المحافظين الجدد يكنون كراهية عميقة للمخابرات المركزية التي تمسكت بتقديم المعلومات كما هي إلى السلطة التنفيذية دون المشاركة في تلوين تلك المعلومات لأسباب سياسية. فضلاً عن أن الوكالة - كما يقول المحافظون الجدد - لا تكن وداً كبيراً لتيارهم.
ويبدو أن هجوم بيرل الصاعق ضد الوكالة هو بمثابة طلقة الإنذار الوقائية التي تهدف إلى تحذير تينت من بدء هجوم على المحافظين الجدد باستخدام مسلسل التحقيق في خطأ معلومات العراق. إلا أن هذه الطلقة قد لا تغير من تضارب الوضع كثيراً. فآثار الأقدام - كما يقول الأمريكيون - تقود إلى المحافظين الجدد في البنتاجون وخارجه, ولابد أن تقتفي اللجنة هذه الآثار. وما لم تتعرض اللجنة لضغوط سياسية فإنها ستحدد المسؤولية الحقيقية عن فضيحة الفشل الاستخباراتي الأمريكي في حالة العراق على نحو يؤدي إلى تهميش المحافظين الجدد في نهاية المطاف.
أما بشأن ما سيحدث في العراق فإن الإدارة شهدت خلال الأيام الأخيرة حوارات ساخنة تتناول ما ينبغي عمله خاصة وأن "معلومات أولية" عن موقف الأمم المتحدة من قضية الانتخابات كانت قد وصلت إلى واشنطن قبل أن يعلن عنان هذا الموقف. فهناك من يرى الإبقاء على مجلس الحكم مع توسيعه بصورة محدودة , وهذا هو موقف وزارة الدفاع, وهناك من يرى توسيع المجلس بصورة كبيرة, وهو موقف تيار في الخارجية ومجلس الأمن القومي, ثم هناك من يرى ضرورة الكف عن محاولات تمويه الحقائق, والعمل "بصورة مخلصة" على إقامة نظام ديمقراطي حقيقي في العراق.
ويقول أصحاب الرأي الأخير, وهم قوى في وزارة الخارجية ووكالة المخابرات, إن محاولة لي عنق الوضع العراقي لصبه في قالب معد مسبقاً هي التي يمكن أن تؤدي إلى الحرب الأهلية وليس عكس ذلك. ويبدو أن هذا يقال رداً على من يعتقدون أن إجراء الانتخابات قد يؤدي إلى حرب أهلية.
ويتهم أصحاب هذا الرأي أعضاء من المعارضة العراقية السابقة بمحاولة التشبث بالسلطة دون الاستناد إلى أي قاعدة شعبية, بل ويذهب بعضهم إلى اتهام بعض المعارضين السابقين بالاستعداد لإشعال نيران حرب أهلية للحفاظ على السلطة إلى أقصى مدى زمني ممكن.
ويفترض أصحاب هذا الرأي أن الجلبي وآخرين يرغبون في البقاء في السلطة إلى وقت إجراء الانتخابات التي أشارت تقارير أمريكية إلى أنها ستجري في شتاء عام 2004 وذلك لاستخدام مواقعهم الرسمية في تعزيز فرصة انتخابهم آنذاك. بل إن هناك تقارير أمريكية اتهمت بعض المعارضين العراقيين السابقين - دون أن تسميهم - بالاتصال بعناصر المقاومة العراقية عن طريق وسطاء دون أن تعرف هذه العناصر أن أولئك الوسطاء يعملون بالتنسيق مع المعارضين السابقين وذلك لتوظيف عمليات عسكرية معينة تقوم بها المقاومة لتحقيق أهداف سياسية تعني هؤلاء المعارضين السابقين.
ويبدو أن هذا الملف, أي ملف الدور الذي لعبته بعض قوى المعارضة العراقية (السابقة) في إمداد وزارة الدفاع بمعلومات كاذبة عن أوضاع العراق وترسانته قبل سقوط ديكتاتورية صدام حسين, ثم الذي تلعبه بعض عناصرها الآن داخل العراق للتشبث بالسلطة على حساب استقرار البلاد وتطور مسارها السياسي في مجراه الطبيعي سيصبح مادة بدوره لصراعات واشنطن وذلك على ضوء أن عدداً من هؤلاء المعارضين يحتفظون بصلات وثيقة مع تيارات أمريكية مؤثرة مثل تيار المحافظين الجدد.

كتائب الأقصى تتهم أميركا بإغلاق موقعها الالكتروني


الشرق الأوسط»: اتهمت كتائب شهداء الاقصى الجناح العسكري لحركة فتح، اسرائيل والولايات المتحدة باغلاق موقعها الالكتروني الرسمي منذ اكثر من اسبوع. واعتذرت الكتائب الى جميع الرواد عن هذا ووعدت بالعودة في القريب العاجل. وقالت كتائب الاقصى على موقعها انه و«بسبب الضغوطات الاسروأميركية اغلقت الشركة التي كانت مستضيفة الموقع، بدعوى انه تابع لجهات ارهابية». وتابعت الكتائب القول انه «وبحمد الله تعالى تمت اعادة الملتقى للعمل بعد ان قمنا بنقل الموقع الى شركة استضافة جديدة. وايضا نعتذر لأي عضو من اعضاء الملتقى اذا حذف اسمه او حذفت مشاركاته والسبب ان الشركة امتنعت عن ارسال نسخة احتياطية لنا من الموقع بعد اغلاقه لكنها قالت انها نجحت في اعادة 80% من الموقع».

«غنيمة» غزة! / احمد عمرابي


البيان / بات الهاجس الاعظم لاسرائيل والولايات المتحدة هو كيفية منع فصائل المقاومة الوطنية الفلسطينية من فرض سيطرة كاملة على قطاع غزة في حالة جلاء اسرائيل عنها. وهذا القلق الاسرائيلي والاميركي طبيعي ومتوقع. لكن لماذا يقلق بنفس القدر رجال السلطة الوطنية الفلسطينية وكأنهم رجع صدى لأرييل شارون وجورج بوش؟

نعلم ان لدى شارون خطة معلنة للانسحاب الاسرائيلي من غزة في اطار سياسته المريبة التي يطلق عليها «الفصل من جانب واحد». ووفقاً لهذه الخطة، اذا نفذت، سوف يتم تفكيك 17 مستوطنة يهودية من جملة 20 مستوطنة في غزة. ولكن ليس واضحاً تماماً حتى الان ما اذا كانت تصفية هذه المستوطنات سوف يتبعها انسحاب للقوات الاسرائيلية المرابطة في القطاع. فهذا الانسحاب هو حالياً موضع جدال كثيف داخل الساحة السياسية الاسرائيلية.

وبطبيعة الحال ينطلق هذا الجدال من قلق امني بشأن ما يمكن ان يحدث في غزة بعد تنفيذ الخطة الشارونية.

على هذه الخلفية صدر عن السلطة الفلسطينية تصريح يوصف على الاقل بأنه غريب. فقد نهض جبريل الرجوب المستشار الامني للرئيس عرفات فجأة ليقول ان السلطة الفلسطينية لن تدع حركة «حماس» تسيطر على قطاع غزة في حالة انسحاب اسرائيل منه.

ومن الواضح ان هذا القيادي الفلسطيني حدد «حماس» بالاسم دون غيرها من الفصائل لأنه تحرج من ذكر المقاومة الوطنية على اطلاقها. لكن المعنى واضح.. فالتصريح يشمل «الجهاد» و«فتح» وغيرهما من فصائل المقاومة بقدر ما يشمل حماس.

ووجه الغرابة في التصريح هو ان هذا المسئول الامني الفلسطيني الكبير نسي ان قطاع غزة لايزال ارضاً فلسطينية خاضعة للاحتلال الاسرائيلي وان المطلوب بالتالي وبالدرجة الأولى من الفلسطينيين اجمعين هو تحرير الارض من الاحتلال الاسرائيلي.. الهدف الذي من المفترض ان يجمع الرجوب وعرفات مع قادة فصائل المقاومة على صعيد نضالي واحد ضد العدو الاستراتيجي للشعب الفلسطيني.

لكن يبدو ان الرجوب يفكر بطريقة مختلفة. فهو يرى في الانسحاب الاسرائيلي «غنيمة» ينبغي ان تضع السلطة الفلسطينية يدها عليها قبل ان تأخذها فصائل المقاومة.

واذا تأملنا في الجدل السياسي المتصاعد في اسرائيل حول مستقبل غزة بعد الانسحاب الاسرائيلي المرتقب على نحو ما ينشر في الصحف الاسرائيلية فإننا نكتشف ان تفكير الرجوب مرتبط على نحو ما بالجدل السياسي الاسرائيلي. فقد جاء في الصحف الاسرائيلية ان بعض السياسيين والعسكريين الاسرائيليين يرشحون جبريل الرجوب بالاسم ليعتلي بمساعدة الحكومة الاسرائيلية والمؤسسة العسكرية الاسرائيلية منصب حاكم غزة! وعلى هذا المنوال فإن قادة اسرائيليين اخرين يراهنون على محمد دحلان ـ وهو صنو لرفيقه الرجوب في نيل الحظوة الاسرائيلية.

ولو كان قادة السلطة الفلسطينية يفكرون بنفس الطريقة التي يفكر بها قادة حماس وفصائل المقاومة الاخرى لرأوا في الانسحاب الاسرائيلي المقترح في قطاع غزة فرصة لتوسيع نطاق الكفاح الفلسطيني المسلح بهدف احراز التحرير الكامل لأرض غزة فيضطر شارون بعد تفكيك المستوطنات السبع عشرة المشار اليها الى تفكيك المتبقي من المستوطنات ثم سحب قواته.

ولأن قيادات السلطة الفلسطينية يفكرون بأسلوب «الغنائم» والمناصب والاستحواذ فإنهم نسوا او بالأحرى تناسوا ما يعلنه شارون من ان الهدف من اخلاء غزة من المستوطنات هو تكريس حالة الاحتلال في الضفة الغربية بنقل مستوطنات غزة اليها. وينسون او يتناسون ما نشر على الملأ خلال الايام القلائل الماضية من ان الكنيست (البرلمان الاسرائيلي) صادق على اعتمادات مالية لمقابلة تكلفة توسيع المستوطنات في الضفة.

كل هذا يؤكد للاسف ان قيادة السلطة الفلسطينية ترى دورها تجاه شعبها بعيون اسرائيلية واميركية.. وهو تكسير قوائم المقاومة الشعبية المسلحة ومنعها من تطوير نفسها.

حزب الله يطالب بـ 30 جثة مقابل جثة إسرائيلي سلمت خطأ


البيان / ذكر راديو إسرائيل أمس الجمعة أن إسرائيل سلمت لبنان جثة رجل إسرائيلي مسن بدلا من جثة تاجر مخدرات لبناني معروف في إطار صفقة تبادل الاسرى مع حزب الله التي نفذت المرحلة الاولى منها منذ ثلاثة أسابيع. واكتشفت إسرائيل الخطأ عندما اشتكت عائلة تاجر المخدرات محمد بيرو بأن الجثة التي تسلموها ليست جثة بيرو. وبعد تلقي الشكوى تعرف معهد أبو كبير للطب الشرعي في إسرائيل على جثة أخرى استخرجت بالقرب من قبر الاسرائيلي بأنها جثة بيرو.

وصرح مسئول أمني بارز لراديو الجيش الاسرائيلي بأن إسرائيل تتحرك الان لجعل حزب الله يبادل جثة الاسرائيلي بجثة بيرو. ولكن جريدة يومية تصدر من بلدة الناصرة العربية في شمالي إسرائيل نسبت إلى مسئولين لبنانيين قولهم إن حزب الله يطالب إسرائيل بتسليم 30 جثة أخرى من عناصر حزب الله الذين قتلوا وهم يحاربون إسرائيل ودفنوا في الدولة اليهودية مقابل جثة الاسرائيلي.

وألقى كل من الجيش الاسرائيل ومعهد أبو كبير للطب الشرعي باللائمة على الاخر في الوقت الذي قال فيه مسئولون أمنيون إن كلا من الجيش والمعهد يتحملان مسئولية التعرف على جثث الستين شخصا التي سلمتهم إلى لبنان في إطار صفقة تبادل الاسرى التي جرت في 29 يناير الماضي. ـ د.ب.أ

فضيحة دينية جديدة :10 آلاف يهودي يعودون لعبادة العجل الذهبي!


مفكرة الإسلام :كشفت وسائل إعلام عبرية النقاب عن فضيحة دينية جديدة داخل الكيان العبري تتمثل في قيام عدد من اليهود بعبادة العجل الذهبي مرة أخرى بعد مرور أكثر من 3 آلاف عام على عبادتهم الأولى له في عهد نبي الله موسى عليه السلام.
تبدأ أحداث القصة الموجودة على منتديات الإنترنت الإسرائيلية منذ حوالي أسبوعين وبالتحديد داخل مدينة ايلات الإسرائيلية. حيث فكر مجموعة من الشباب اليهودي -لا يعرف اتجاهاتهم الحقيقية- في إحياء ذكرى عبادة العجل بعد مرور ثلاثة آلاف عام عليها، وهو ما دعاهم إلى إقامة تمثال ذهبي كبير على شاكلة العجل الذهبي الذي أعده السامري في عهد نبي الله موسى عليه السلام.
وتفتق ذهن الشباب اليهودي إلى إقامة هذا الاحتفال عند مدخل مدينة ايلات حيث حددوا الساعة الثانية عشرة ظهراً لكشف الستار عما وصفوه بمفاجأة الاحتفال ، وقاموا بتغطية العجل بقطعة كبيرة من القماش وفي الموعد المحدد وعند تجمع ما يربو على 10 آلاف يهودي أزالوا الغطاء ثم سجد غالبيتهم أمام العجل وتناسوا فجأة توراتهم وتلمودهم والدين الذي يدينون به.
ويكشف منتدى 'إسرائيل أونلاين' عن أن بعض الحاضرين رفضوا السجود وصرخوا في وجوه منظمي الاحتفال مُذكرين إياهم بأن ذلك يُعد وثنية ويعيدهم إلى الأيام الأولى التي غضب الرب فيها على بني إسرائيل فتاهوا في الأرض 40 عاماً،لكن أحداً من آلاف الحاضرين لم يُعرهم اهتماماً واستمروا في الرقص والركوع أمام العجل الذهبي.
الطريف أن القصة التي مر عليها الآن حوالي أسبوعين ولم تتكشف إلا في الأيام القليلة الماضية لم تلق أي تعليقاً من رجال الدين والحاخامات في الكيان حتى الآن ،مُفضلين التزام الصمت وتجاهل الحادثة افضل من نبش هذه الفضيحة....

دراسة أكاديمية في لندن: "شارون"أخفق في كسر المقاومة ووقع في مأزق داخلي وخارجي و المستقبل لصالح الفلسطينيين


المركز الفلسطيني / أفادت دراسة حديثة صادرة عن مركز متخصص في إعداد الدراسات والاستشارات، يتخذ من لندن مقراً له، أن الوضع في الأراضي الفلسطيني هو لصالح الشعب الفلسطيني، في الوقت الذي تزداد فيه المقاومة الفلسطينية المسلحة قوة، وتضعف أمامها آلة الحرب الإسرائيلية التي تواصل عدوانها ضد الفلسطينيين للعام الرابع على التوالي، والتي أخفقت رغم ذلك في كسر إرادتها بل زادتها قوة وشعبية.

وقالت الدراسة الصادرة عن مركز "المنظور السياسي للدراسات والاستشارات" إن الموقف الدولي، وهو من أبرز عوامل التأثير في القضية الفلسطينية، لا يزال يتمحور حول الولايات المتحدة الأمريكية، فهي وحدها التي تملك الضغط على الحكومة الإسرائيلية. موضحة أن بقية أعضاء اللجنة الرباعية هم مراقبون ليس لهم صلاحيات ولا يملكون أي أوراق تمكنهم من الضغط على (إسرائيل) التي يقر المجتمع الدولي بمسؤوليتها عن تدهور الأوضاع في فلسطين كما هي قرارات الجمعية العامة القديمة والحديثة والتي آخرها إدانة الجمعية العامة في دورتها في المدة من (أيلول/ سبتمبر – كانون أول/ ديسمبر 2003) للممارسات الإسرائيلية في الأراضي المحتلة.

إخفاق سياسة شارون الحربية في وجه صمود المقاومة

واعتبرت الدراسة، التي تابعت باهتمام أحداث "انتفاضة الأقصى"، التي اندلعت في التاسع والعشرين من أيلول (سبتمبر) من عام 2003، أن حكومة شارون التي تتبنى استراتيجية تغيير المعادلة السياسية (أوسلو وما بعدها) عبر الحل الأمني أو الحرب الشاملة، ليس فقط على الشعب الفلسطيني والمقاومة بل وحتى السلطة الفلسطينية وقيادتها السياسية، فشلت في تحقيق أهداف استراتيجيتها، وظهر بوضوح خطأ تقديرات شارون، الذي لم يتصور أن يلقى مثل هذا الصمود من الشعب الفلسطيني ومقاومته.

وقالت إن سياسة شارون أوقعته في "مأزق أمام الداخل الإسرائيلي والعالم الخارجي، بل إن سياسته العدوانية شكلت عبئاً على الإدارة الأمريكية، الداعم الأول لحكومة شارون وسياساته، مما يضاعف العبء الذي تنوء به جراء إخفاقها في العراق وأفغانستان، ويمكن القول أن هناك اعتقاد دولي أن ممارسات الجيش الإسرائيلي القمعية هي المسؤول الأول عن اعتبار أن إسرائيل تمثل أخطر دولة على السلام العالمي، وذلك بحسب آخر استفتاء ضم شرائح من سكان دول الاتحاد الأوربي.

تأييد شعبي للمقاومة يعصمها من الانكسار

وبحسب رأي بعض المحللين فإن الوضع "دخل في معادلة إعلان حرب شاملة (ضد الفلسطينيين) مع وقف التنفيذ، خوفا من ازدياد تأزم الأوضاع (المؤثرة على الدولة العبرية).. فالمقاومة لم تكسر، بل هي في ازدياد ويجتمع عليها كل الفصائل الفلسطينية، وتلقى تأييدا شعبيا هائلا، والمراهنة على عباس أو أبو العلاء لم تنجح". مشيرين إلى أنه "يبدو أن الحكومة الأمريكية رضخت لسياسة الأمر الواقع فيما يتعلق بشكل الحكومة الفلسطينية وتقليص صلاحيات الرئيس عرفات، كما أن مأزق الحكومة الإسرائيلية يتضاعف بسبب تدهور الأوضاع أمنياً سياسياً واقتصادياً.

وترى الدراسة أنه "من غير المتوقع أن تتراجع الحكومة الإسرائيلية في سياستها القمعية، وإن بدا تراجعها فيما يتعلق بالموقف من (رئيس السلطة الفلسطينية) ياسر عرفات وربما سياسة اغتيال قادة (حركة) حماس، ففرعنة وصلف شارون لا ينبئان بالرغبة في التراجع عن السياسة الأمنية، خاصة وهو لا يزال يتمتع بتأييد شعبي لسياساته، غير أنه من المؤكد أن الحكومة الإسرائيلية لن تمضي في سياساتها أكثر من ذلك، أي بمعنى أنها لن تقدم على إعادة احتلال غزة والقطاع بشكل دائم ولن تتجرأ على العودة بالأوضاع إلى ما كانت عليه قبل اتفاق أوسلو، كما أنها لن تستطيع الاستمرار في المواجهة والتصعيد الأمني والعسكري لفترة أطول لا تتحملها قطعا الحالة السياسية والأمنية والاقتصادية، ولا تستطيع الحكومة الأمريكية الاستمرار في تأييدها وهي تلقى رفضا دوليا متزايداً".

"مبادرة جنيف".. فرصة للإسرائيليين وخطر على الفلسطينيين

واعتبر الدراسة ما يسمى بـ "مبادرة جنيف" التي شارك فيها شخصيات من فتح ومن السلطة الفلسطينية، أنها تمثل فرصة للإسرائيليين، سيستغلها حزب "العمل" الإسرائيلي المعارض في برنامجه الانتخابي للعام القادم، في حين تشكل هذه المبادرة خطراً على الساحة الفلسطينية لما سيدور حولها من صراع.

وينص الاتفاق الواقع في 50 صفحة على انسحاب إسرائيل من كل الضفة الغربية تقريبا، وعلى أن تتقاسم السيادة على القدس الشرقية المحتلة مع الفلسطينيين الذين سيتخلون من جهة أخرى عن حق العودة لنحو 5 ملايين لاجئ إلى البيوت والأراضي التي طردت منها عائلاتهم بعد حرب 1948 والتي هي الآن داخل حدود إسرائيل.

وقالت الدراسة: "تكمن خطورة مبادرة جنيف في أنها قد تكون مادة خطاب انتخابي لحزب العمل في الانتخابات الإسرائيلية العام المقبل، حيث من المتوقع أن تلقى تأييدا شعبيا وقد يترتب على هذا نقل الصراع إلى الداخل الفلسطيني الذي ترفض غالبية قواه ومكوناته مضامينها".

فصائل المقاومة.. ثقل أكبر على الساحة الفلسطينية

على صعيد موقف الفصائل الإسلامية المقاومة، فقد ذكرت الدراسة أن هذه الفصائل أصبحت "بلا شك تشكل الثقل الأكبر على الساحة الفلسطينية وأن خياراتها تمثل مطالب قطاع كبير من الشعب الفلسطيني ولهذا تلقى هذا الاهتمام من قبل وسيط المفاوضات الفلسطينية، الحكومة المصرية، وتحاول السلطة الفلسطينية أن تشركها في آلية صناعة القرار السياسي".

واعتبرت أنه من المرشح أن يزداد الوزن السياسي لكل من (حركتي) حماس والجهاد الإسلامي إذا نجحت مساعي التقارب والتنسيق في العمل المسلح وفي المواقف السياسية والتي تتوفر لها فرص نجاح بفضل ما تبديه قيادتي الحركتين من تقدير لخطورة الوضع والحاجة إلى رص الصفوف والتوافق في كل الخطوات على المسارين العسكري والسياسي.

منطق القوة وانخفاض سقف المطالب الفلسطينية

وتحذر الدراسة المتخصصة من مواصلة قيام السلطة الفلسطينية بتخفيض سقف مطالبها وذلك للتكيف مع منطق القوة الذي تمارسه على الفلسطينيين، والذي أثبت فشله على أرض الواقع من خلال صمود المقاومة.

وتقول "إن المأزق الذي تواجهه السلطة (الفلسطينية) هو سياسة التكيف مع الوضع الجديد الذي يفرضه منطق القوة الإسرائيلي والذي ينتهي بالسلطة إلى الخفض المستمر لسقف المطالب في مقابل التعنت الإسرائيلي في انتهاك الحقوق الفلسطينية، ولذا فإن سقف جولات التحاور الداخلي لأجل إقناع الحكومة الإسرائيلية بالجلوس على طاولة التفاوض ليس القدس وعودة اللاجئين الذين أقرت وثيقة جنيف بشطبهما من قائمة المطالب الفلسطينية، بل إن سقف المطالب يتمركز حول وقف الاجتياحات والاغتيالات لا أكثر".

وأشارت إلى أن "اللقاء الذي تدفع الإدارة (الأمريكية) لعقده بين شارون وقريع لا يتوقع أن يعقد قريبا أو أن يحقق نتائج مرضية للطرف الفلسطيني، فحكومة شارون ترفض تحديد موعد للقاء كما ترفض تحديد أجندة مسبقة له وتتبنى سياسة تسويفية لتكسب وقتا لأجل إتمام بناء الجدار العازل واستكمال بناء المستوطنات، من جهته فإن قريع يحمل شارون مسؤولية عدم عقد اللقاء ويعلن رفضه لأي تسوية لا تقدم فيها إسرائيل تنازلات حقيقية، وهو موقف أعتبره البعض إدراكا للمأزق الذي يواجهه شارون داخليا وخارجيا بعد أن فشلت كل محاولاته للقضاء على المقاومة وألقى بكل أوراقه السياسية ولم يحقق أمنا ولا استقرارا (للشعب الإسرائيلي)، وبلغت الأوضاع الاقتصادية درجة من السوء بحيث أفقدته بعض شعبيته

بلحاج يصر على ترشحه للانتخابات ويعرض برنامجه: دولة إسلامية وتغيير النظام من رئاسي إلى برلماني


الشرق الاوسط / اصر الرجل الثاني في الجبهة الاسلامية للانقاذ علي بن حاج على الترشح للانتخابات الرئاسية الجزائرية المقررة يوم 8 ابريل (نيسان) المقبل، واعتبر منعه يوم الثلاثاء الماضي من سحب استمارات الترشح من وزارة الداخلية تعسفا «ومظلمة اخرى» في حقه، لأن التحجج بالممنوعات العشرة التي ابلغته اياها العدالة عند الافراج عنه، الصيف الماضي، لا مبرر له في رأيه.
وأوضح عبد الحميد بن حاج الذي تحول الى ناطق رسمي باسم شقيقه، في وثيقة من عشر صفحات حصلت «الشرق الأوسط» على نسخة منها، ان هناك عدة عوامل دفعت بأخيه الى الترشح للرئاسيات، منها «الوفاء بالعهد الذي قطعه على نفسه امام الله تعالى ان يواصل بذل جهده من اجل ايجاد حل سياسي عادل وشامل وعلني وموثق ومشهود عليه يقلع الأزمة من جذورها ويطوي صفحة ويفتح اخرى ويؤمن الاجيال المقبلة من الهزات الاجتماعية العنيفة لعقود طويلة». ومنها ايضا «تجاهل الطبقة السياسية والسلطة الرسمية والفعلية لمبادرة الشيخ عباسي (مدني) التي يمكن ان تكون مدخلا مهما لتفكيك خيوط الازمة المتعددة الجوانب عن طريق الحوار الجاد الحقيقي الذي يفضي الى مصالحة حقيقة لا وهمية».
كما قدرت الوثيقة، التي تحمل عنوان «دواعي الترشح للرئاسيات رغم الممنوعات»، ان علي بن حاج قرر الترشح ايضا لأنه يعتقد «انه يملك بديلا لحل الأزمة من جميع جوانبها ويطرح هذا البديل على الشعب كمترشح حر في ظل انعدام البديل ليدرك الشعب من يريد له طريق العزة والأمن والعيش في ظل الاستقرار السياسي».
ويرى بن حاج انه لا يعترف بالممنوعات العشرة «لأنها مخالفة للقانون ولم تصدر في الحكم الاصلي وانما هي احكام سياسية لقمعه ومنعه من حقوقه السياسية والمدنية»، كما قدّر ان «العدالة الجزائرية مريضة ومعلولة وغير مستقلة، فضلا على انها اداة طيعة في يد السلطة التنفيذية الظاهرة والخفية لقمع واقصاء الخصوم السياسيين، وانها عدالة تكيل بأكثر من مكيال في حق المواطنين».
وخصصت الوثيقة شطرا مهما تضمن اهم محاور برنامج «المرشح» بن حاج السياسي، جاء فيه انه اذا وصل الى سدة الرئاسة فانه سيعمل اولا على حل الأزمة السياسية التي تعصف بالبلد، وأول خطوة سيقوم بها هي «تنظيم مؤتمر وطني للمصارحة والمطارحة والمكاشفة يفضي الى المصالحة الوطنية الحقيقية»، تشارك فيه «الطبقة السياسية ذات التمثيل الشعبي وكذا الشخصيات الوطنية البارزة من مختلف التيارات، اضافة الى قيادات الجبهة الاسلامية للانقاذ وممثلين عن الجناح العسكري». وينتظر من هذا المؤتمر، حسب نفس الوثيقة، ان «يحدد بدقة ووضوح وشجاعة الاسباب الحقيقية للأزمة السياسية الخانقة في البلاد وتحديد اطرافها سواء من الجنرالات او الطبقة السياسية او قادة الجبهة الاسلامية للانقاذ». واستبقت الوثيقة نتائج هذا المؤتمر من خلال تجريم الجنرالات، حيث رأت ان المؤتمر سيقوم ايضا بـ«تحديد الموقف من الجنرالات الذين انقلبوا على الشرعية الشعبية (بالغاء المسار الانتخابي وحل الجبهة الاسلامية للانقاذ التي فازت بالاغلبية الساحقة في الدور الاول من الانتخابات البرلمانية نهاية عام 1991) ومن ساندهم في ذلك، ثم يقرر المؤتمر هل يقدمون الى محاكمة وطنية او دولية او يعفى عنهم عبر استفتاء شعبي حقيقي بحضور ملاحظين دوليين». كما اعلن بن حاج، على لسان شقيقه، انه «مستعد لحضور اية محاكمة وطنية او دولية اذا كانت تهدف الى كشف الحقيقة للشعب ويحضرها كل من انقلب على الشرعية الشعبية وفتح البلاد على ابواب الشرور».
وتضمن البرنامج السياسي عددا آخر من الالتزامات منها «رفع المظالم عن ابناء الجبهة الاسلامية للانقاذ (قيادة وقاعدة واطارات وانصارا) ورد الاعتبار لهم لممارسة حقوقهم المغتصبة في ضوء الاستقرار السياسي»، اضافة الى «اطلاق سراح جميع المساجين الذين كانوا ضحية الازمة الجزائرية والذين دفعهم ارهاب الدولة المقنن الى حمل السلاح وصعود الجبال». كما يلتزم علي بن حاج بـ«حل مشكلة المفقودين حلا شفافا لا مناورة فيه ولا مداورة وكشف ما حدث لهم بدقة وشجاعة عبر لجنة اعتراف شبيهة الى حد ما بما حدث في جنوب افريقيا ليطمئن الناس على مصير ابنائهم وازواجهم واهلهم».
أما بخصوص عناصر الجماعات المسلحة التي ترفض وضع السلاح فيقترح بن حاج عقد اتفاق بينها وبين السلطة «للوصول الى حل شرعي معلن موثق وواضح البنود»، كما يقترح «فتح مناظرات علمية علنية مع الذين يصرون على حمل السلاح بعد ايجاد الحل السياسي العادل والشامل، فان كانت لهم شبهات تدفع بالحق وان كانت عليهم مظالم من النظام فليرفعها عنهم النظام.. وان اصروا على آرائهم دون استخدام العنف فليسمح لهم بذلك كما فعل الخليفة الراشد علي بن ابي طالب».
أما عن حدود ومعالم نظام الحكم في «دولة علي بن حاج»، فترى الوثيقة ان الدولة ستكون مرجعيتها العليا الكتاب والسنة وسيرة الخلفاء الراشدين، وان تكون مدنية لا ثيوقراطية فيها، شورية لا استبداد فيها ولا قهر، تعمل على وصل الدين بالدولة لا على فصل الدين عن الدولة، وان تطبق فيها احكام الشريعة كما جاءت في الكتاب والسنة ولا تقتصر على الشرائع دون الشعائر». وعن نظام الحكم فان بن حاج اختار ان يكون نظاما برلمانيا بدل النظام الرئاسي القائم الذي يرى انه «يمنح للرئيس سلطات واسعة لا يقدر عليها وتؤهله للتسلط على الشعب».
وقال بن حاج انه يتعهد «بتوفير الأمن لكل مواطن حتى يعيش الناس في امن وسلام على دينهم وارواحهم وعقولهم واعرافهم واموالهم». وفي مجال السياسة الخارجية يرى «المرشح» انه سيعمل على «ازالة الحواجز المفتعلة بين الشعوب الاسلامية ومساعدة الحركات الجهادية في العالم وعلى رأسها المقاومة الفلسطينية»، كما «يعمل على اثارة النظر في هيئة الامم المتحدة ومسألة حقوق الانسان ومفهوم الشرعية الدولية وابطال حق الفيتو وان لا تتحكم منظمات دولية عالمية غير منتخبة في مصائر الشعوب والأنظمة والحكومات».
ويقترح بن حاج في المجال الاقتصادي اجبار الاغنياء على التكفل بالفقراء، اضافة الى استفادة كل اسرة جزائرية من نسبة من مداخيل النفط. كما يقترح الغاء الخدمة العسكرية «وتعويض ذلك بالتدريب على الجندية بداية من التعليم الأساسي والثانوي والجامعي». وصرح، حسبما جاء في الوثيقة، انه سيختار عاصمة اخرى للبلد غير العاصمة الحالية التي يرى انها «اصبحت شبيهة بالريف منها الى العاصمة وغزتها القمامات من كل جهة وسادتها فوضى المساكن والمتاجر وعمها الضيق من كل جانب، فضلا عن انها غير حصينة أمام اي عدوان خارجي»، ويقترح ايضا ان تكون للبلد ثلاث عواصم، سياسية واقتصادية وثقافية.
أما اذا أصرت الحكومة على منعها قيادي الجبهة الاسلامية للانقاذ من الترشح وهو أمر مؤكد، فان الوثيقة ترى ان علي بن حاج «سيدرس مع سائر اخوانه في الجبهة الاسلامية للانقاذ ما الذي سيقدمون عليه اثناء موعد الانتخابات الرئاسية بما يحقق المصلحة الشرعية ويرد الحقوق المغتصبة الى اصحابها».
من جهته قال رئيس الحكومة احمد اويحيى، في ندوة صحافية عقدها امس بمقر حزبه التجمع الوطني الديمقراطي، ان محاولة ترشح علي بن حاج مسألة لا تستحق التعليق، واعتبرها «لا حدث»، واضاف ان ما كان يجب ان يقابل به هو ان تقوم عناصر الأمن باخراجه خارج قصر الحكومة، وقد قامت بذلك.
الى ذلك اعلن حزب العمال عن ترشيح الحزب أمينته العامة لويزة حنون للانتخابات الرئاسية القادمة، وقال بيان للحزب عقب اجتماع المجلس الوطني، ان حزب العمال تمكن من جمع 90 ألف توقيع، اي اكثر من العدد المطلوب لكل مرشح لهذه الانتخابات. ويتوقع الملاحظون ان يقبل المجلس الدستوري، عكس ما فعله عام 1999، ترشح لويزة حنون لتكون بذلك اول امرأة تترشح للانتخابات الرئاسية في الجزائر.

السلطات المغربية تمنع محاضرة للدكتور المنجرة عن «الاستعمار الجديد وآفاقه »


الشرق الاوسط / رويترز: منعت السلطات المغربية محاضرة بعنوان «الاستعمار الجديد وآفاقه» للمفكر المغربي الدكتور المهدي المنجرة، المتخصص في الدراسات المستقبلية كان ينوي القاءها امس الجمعة في مكتبة بلدية مدينة الدار البيضاء.
وقال المنجرة في اتصال مع رويترز «سبب المنع هو التوجس من كل ما يمكن ان يسيئ الى سمعة اميركا والمغرب على ابواب توقيع اتفاق التبادل الحر معها بالرغم من انني لا اقصد بالاستعمار الجديد اميركا لوحدها وإنما فرنسا وانجلترا.. والدول العربية المستعمرة لشعوبها».
وأضاف المنجرة، 71 سنة، الذي حاضر في عدد من دول العالم منها اليابان والولايات المتحدة وبريطانيا انها ليست المرة الاولى التي تمنع محاضراته في المغرب.
وقال «سبق وان منعت في عدة مناطق من المغرب وهذا يبلور بالفعل ان هناك استعمارا جديدا». وتعذر الاتصال بالسلطات المغربية للتعليق.

الحكومة الباكستانية تمنع عددا من علماء السنة من مغادرة مقاطعاتهم


مفكرة الإسلام: منعت الحكومة الباكستانية عددا كبيرا من علماء الدين من مغادرة مقاطعاتهم بدعوى منعهم مما وصفته بالتحريض على العنف مع اقتراب احتفالات الأقلية الشيعة بشهر محرم الهجري.
وأصدرت الحكومة أمس الجمعة قائمة بأسماء 341 من علماء الدين السنة ستحدد إقامتهم داخل مقاطعاتهم لمدة 90 يوما.
وجاء في القرار الذي صدر بحق العلماء 'هناك أسباب للاعتقاد بأنهم سيلقون كلمات أو سينخرطون في أنشطة ضارة بالأمن العام' لكنه لم يوضح هذه الأسباب.
وقد وضعت الشرطة والقوات شبه العسكرية في حالة تأهب قصوى خاصة خارج مساجد الشيعة لمنع وقوع أي هجمات.
وقال المتحدث باسم حكومة إقليم السند الجنوبي صلاح الدين حيدر إنه تم نشر قوات إضافية من الشرطة وقوات شبه عسكرية في مدينة كراتشي عاصمة الإقليم.
وأضاف 'هناك احتمال أن يصدر رد فعل من جانب العناصر التي وصفها بالمتطرفة إذ أن الحكومة تحاول استئصال شأفة ما سماه التطرف من المجتمع'.
يشار إلي أن الرئيس الباكستاني برويز مشرف قد صرح منذ عده أيام بان باكستان سوف تتعرض لعقوبات دولية إن لم تتغير صورتها في العالم الخارجي وتقلل ما وصفه بالتشدد الديني.
هذا وتعد باكستان حليف رئيسي للولايات المتحدة في حربها المزعومة ضد ما يسمي بالإرهاب,,.

ما السر وراء الرد 'الفاتر' لواشنطن على اعترافات باكستان ؟


وما أثار استغراب البعض، أنه لم تكن هناك دعوات من داخل إدارة بوش للتعامل بقوة مع العالم النووي عبد القدير خان، الذي يُنظر إليه كبطل قومي في بلد تعتبره واشنطن الحلقة الأساسية في حربها على "الإرهاب" وفي تعزيز الوجود الأمريكي في أفغانستان وباقي جنوب آسيا ووسطها


العصر / أُُثيرت تساؤلات كثيرة بشأن تسريب التقنية النووية من باكستان إلى بعض الدول ونخص بالذكر، ليبيا، كوريا الشمالية وإيران، ومدى تورط حكومة مشرف في صفقات التسريب، وأورد المتابعون للشأن الباكستاني أمثلة على حالات التورط منها، أن بعض المواد النووية التي أُرسلت إلى كوريا الشمالية نُقلت على متن طائرات شحن حكومية. إلى جانب هذا، فإن ضباط المخابرات الأمريكية أخبروا صحيفة "النيويورك تايمز" أن التسريبات النووية الباكستانية إلى ليبيا استمرت حتى الخريف الماضي.
وربما تجنبا للإخراج والتصدع, وضعت إسلام آباد العلماء النوويين الباكستانيين تحت الإقامة الجبرية, مع قيامها بعزل الأشخاص الذين تورطوا في بيع الأسرار النووية إلى الخارج. ولا يزال أفراد عائلة هؤلاء المعتقلين إلى الآن يتحدثون بوضوح عن تواطؤ الحكومة في بيع الأسرار.
وما أثار استغراب البعض، أنه لم تكن هناك دعوات من داخل إدارة بوش للتعامل بقوة مع العالم النووي عبد القدير خان، الذي يُنظر إليه كبطل قومي في بلد تعتبره واشنطن الحلقة الأساسية في حربها على "الإرهاب" وفي تعزيز الوجود الأمريكي في أفغانستان وباقي جنوب آسيا ووسطها. فمنذ غزو أفغانستان, استغلت إدارة بوش نظام باكستان لدعم المصالح الأمريكية في المنطقة, مقابل منح الاعتراف بنظام مشرف المطعون فيه أصلا. ويرى المراقبون أن الردَ الفاتر لإدارة بوش على أنشطة خان، يبرز كيف أن المصالح القومية لدولة (أمريكا) تغطي كثيرا على أيديولوجيتها. وأما سبب عدم تلقي خان ردا قاسيا من الحكومة الأمريكية، فهو أن إدارة بوش تريد إبقاء الجدل حول أنشطته في أدنى مستوياته لتفادي إضعاف الرئيس مشرف والتشويش عليه في حكمه، الأمر الذي سيقوي –في نظرها- ويعزز أسهم خصومه ومعارضيه خاصة من الإسلاميين، وأن مزيدا من التحقيق مع خان سيقود إلى توريط مشرف وكبار عسكرييه، لأن الذي يمسك بتفاصيل الملف النووي في باكستان إنما هو الجيش. ويبدو أن إدارة بوش لم تلتزم هذه المرة بسياستها "المتشددة" وحادت عنها، لئلا تعرض الرئيس مشرف لتهديدات محلية وهزات قد تدهور شعبيته بشكل أعمق وأوسع، وبالتالي، تفقد إدارة بوش ورقة رابحة في باكستان وفي منطقة جنوب آسيا ووسطها، وستعرض مصالحها للخطر.
وتدرك واشنطن أن مشرف يجد صعوبة في السيطرة علي المد الإسلامي المناهض لأمريكا في باكستان، أضف إلى ذلك أن الرئيس برويز مشرف يهدد بحدوث فوضي "إرهابية" ونووية إذا سقط حكمه، ومثل هذه الظروف أوجدت لدى واشنطن استعدادا لابتلاع حكايات وربما حقائق حول المبادرة الفردية التي يقوم بها "مسربو" التكنولوجيا الذرية، وهي لم تغضب حتى من عفوه عن العالم الباكستاني عبد القادر خان الذي راح ضحية حسابات العسكر في باكستان

الإسلام اليوم / تواجه المجتمعات الإسلامية تحديات صعبة لم تتهيأ لها، وتخوض مع المتغيرات معركة غير متكافئة، وهناك إشكالية مفتعلة بين التحديث والتطوير المطلوب لحراسة الدين والدنيا، وبين التحلل من القيم والثوابت والالتزامات الشرعية التي هي سر تميز الأمة ووجودها، وهي عمقها التاريخي وامتدادها المستقبلي.
وضمن هذه المجتمعات جهود واجتهادات إسلامية متكاثرة، تتمثل في جماعات ومؤسسات وهيئات وأفراد، تثبت خيرية هذه الأمة، وتحقق الوعد الرباني بالفئة الصالحة المصلحة التي تهدي إلى الحق، وتعدل به بين الناس، وتتولى أمر الوراثة النبوية في نشر العلم والرحمة.
وفي الوقت الذي يدرك أولو الألباب أن الأمة بأشد الحاجة إلى كل ذرة من جهد أو عمل، فإن ثمة نزيفًا مستمرًّا يضيع الكثير الكثير من الجهود في تقاطعات وصراعات بينية، وخلافات فرعية، وإشكالات جزئية، وعراك حامٍ دامٍ حول هذه الخطوة أو تلك، وهذا العمل أو ذاك؛ فكأنه ترسخ في الأذهان أن الناس جميعًا يجب أن يكونوا صورة طبق الأصل عن بعضهم، أو أن وحدة العمل الإسلامي تعني وحدة الاجتهاد والرأي والموقف، وبالتالي صرنا نريد من الجميع أن يصطفوا في كل قضية، وتحولت فروض الكفايات عندنا إلى فروض أعيان، و تحولت الاجتهادات إلى مواقف حدية يفرز الناس بحسب موقفهم منها، فهذا مع..، وهذا ضد..، ثم لم تعد المسألة معي أو ضدي، بل تطورت أحيانًا إلى نوع من الترسيم الشرعي، والتثبيت القطعي؛ فصار من ليس معي فهو -عندهم- ضد الدين وضد الإيمان، وضد الله، نعوذ بالله من ذلك.
وفي ظل هذا المأزق الصعب تتجدد الحاجة إلى فقه المسارات المتعددة التي تتكامل ولا تتقاطع، وتتآخى ولا تتصارع.
وهذه المطالبة العادلة بفقه التعددية تقع امتثالاً لأمر الله ورسوله فضلاً عن كون تعدد الرأي والفقه لنازلة أو موضوع ما كثيرًا ما يكون مصلحة راجحة للأمة وتحقيقًا للرحمة والخيرية.
لقد أختلف الأئمة الأربعة وغيرهم في مسائل أقرب إلى إمكان الاتفاق عليها نظرًا لقرب مأخذها الفقهي، فما يظن بمسائل يتنازعها جملة من المناطات الشرعية الموجبة لتعدد الرأي .
إن كثيرين حتى من طلاب العلم ورجال العمل الإسلامي بحاجة إلى تبصر بذاك المنهج الواسع في فتح باب الاجتهاد تحت مفهوم: إنني أعمل وفق اجتهادي الذي أسلمتني إليه رؤيتي الخاصة، ووفق ما فهمته من مقاصد الشريعة وقواعدها، وما أراه محققًا لمصالح الدين والدنيا، وهذا تكليف الله الذي لا يجوز الافتيات عليه لرغبة أحد.
وأنت تعمل كذلك، وكلانا على خير، ولا حاجة أبدًا - وفي هذه الظروف خاصة- إلى أن أقف في وجهك مطالبًا بإبراز هويتك والتحقق منها، مشككًا في دوافعك، مفندًا لاجتهادك، ونحن لا نتحدث عن قطعيات أو ضروريات أو محكمات لا جدل حولها؛ إنما نتحدث عن مسائل في معالجة الواقع واستثمار الفرص وتحقيق المكاسب الشرعية، وإن شئت فقل : تقليل الخسائر في حالات كثيرة.
لقد اختلف الخيران ( أبو بكر وعمر ) في أسارى بدر، وكان أبو بكر يذهب إلى الرفق بهم والتأني وأخذ الفداء والعفو عنهم، ويعلل ذلك بأنهم بنو العم والعشيرة.
وهو كان يعلم أنهم قوم كفار، ولكن يرجو أن يهديهم الله وأن يكونوا ردءًا للإسلام وأهله.
وهذه العلة ذاتها -وهي القرابة- حملت عمر على موقف آخر مختلف تمامًا؛ فقد كان يرى أن يمكن كل قريب من قريبه ليقتله حتى يعلموا أن لا هوادة في قلوبهم لقوم كافرين. وحدثت المناظرة، وحسم الأمر، وقبل الفداء، ولم ينقل أن هذا الموقف أحدث استقطابًا في صفوف الصحابة، ما بين مؤيد لموقف هذا، ومؤيد لموقف ذاك، ولا أن الأمر تحول إلى انشقاق كبير خطير وتلاسن وتشاتم، وحاشا هذا عن أصحاب محمد صلى الله عليه وسلم ورضي الله عنهم.
كانت العقول كبيرة، والنفوس صافية، والتربية متزنة، ولهذا لم يطغ فيها جانب الأنانية ومشاهدة النفس والثقة المفرطة بقناعاتها، أو الإزراء والازدراء لقناعات الآخرين واستهجانها.
الشريعة تعلم حسن الظن بالآخر، وسوء الظن بالنفس، وهذا من شأنه أن يصنع برزخًا بين المختلفين لئلا يبغى بعضهم على بعض، ولتسير بحارهم وأنهارهم وجداولهم على سنن الوفاق والتكامل والتعاضد، وإن تنوعت ينابيعها واختلفت مصابها، ففي كل خير.
